Harold Duncan has directed numerous Capital Improvement Projects during his 25+ years in facility management for three California municipal governments.  As Fleet and Facility Manager for the City of Stockton he oversaw more than 1000 vehicles and 100 facilities, and as Building Maintenance Superintendent he supervised all building and maintenance activities and service contracts for the Cities of Sacramento and Visalia.  Harold will work with members of the Aspiranet Senior Management Team to identify business operations improvements and implement an interoperable model of service delivery in Turlock.
